As winter begins to wind down, many Mesa County residents are still feeling the impact of higher heating costs. The Low-Income Energy Assistance Program (LEAP) helps Colorado households cover a portion of their winter heating bills.

LEAP provides financial help to qualifying households that pay heating costs either directly to a utility company or as part of their rent. The seasonal program is available through April 30. If you haven’t applied yet, there’s still time to receive assistance for the 2025–2026 season.

Who Qualifies

To qualify for LEAP during the 2025–2026 season, households must meet the following requirements:

  • You pay home heating costs, either directly to your utility company or through your rent.
  • You live in Colorado permanently and legally.
  • At least one person in your household is a U.S. citizen or lawful permanent resident.
  • Your gross monthly household income falls within the state’s limits for your household size.

Income Guidelines

Households qualify if their gross monthly income is at or below:

1-person household: $3,607

2-person household: $4,717

3-person household: $5,827

4-person household: $6,938

5-person household: $8,048

6-person household: $9,158

7-person household: $9,366

8-person household: $9,574

For each additional household member, add $208 to the limit.

How to Apply

Mesa County residents can apply for LEAP online through Colorado PEAK benefits portal or by calling 1-866-HEAT-HELP. A paper application may be submitted by mail.
